Standard Method of Measuring Building Work for Africa 2015 – First Edition

In August 2013 a working group comprising of Prof H M Siglé (chairman), Ms E Edwardes and Mr R de Villiers was appointed to prepare a Standard Method of Measuring Building Work for Africa inter alia taking into account the standard methods in use in Africa, being East Africa (Kenya, Tanzania and Uganda), Mauritius, Nigeria, South Africa and Zambia, but also taking into account international tendencies. The Association of South African Quantity Surveyors (ASAQS) agreed to fund this working group and to allow their Standard System of Measuring Building Work 1991 to be used as a base document

The Standard Method of Measurement for Africa committee of the Africa Association of Quantity Surveyors (AAQS), namely Messrs D N Kimoro (Kenya), M K Frimpong (Ghana), G Ndung’u (Zambia) and N Mooroogan (Mauritius) were given the opportunity to provide input, firstly on the tabulated format and thereafter on the proposed new standard method

Concurrently the ASAQS agreed to make available its Model Bills of Quantities (abbreviated descriptions) as the base document for an updated version for use in conjunction with the Standard Method of Measuring Building Work for Africa. A working group comprising of Prof H M Siglé, Mr R de Villiers and Prof C H Klopper, funded by the AAQS, was appointed to undertake the task of updating the model bills

The AAQS Services and Model Documentation board sees the publication of the abovementioned two documents as a major step in standardising procurement documentation in Africa and improving the quality of such documentation

Members of the AAQS are invited to comment on the Standard Method and the Model Bills of Quantities and/or provide suggestions for improvement
